Message from the Implementation Monitor

Numerous scientific studies over the last 25 years, including the 2023 Australian Child Maltreatment Study, show that between one quarter and one third of all Australian children have been sexually abused as children. Sexual abuse of children is endemic, and it is not rare.

The recommendations I monitor are designed to:

• prevent Tasmanian children from being sexually abused,
• ensure the child is believed, protected and supported when abuse happens. This includes treating the awful impacts caused by the trauma of that abuse, and
• ensure effective and timely steps are taken to prevent or at least reduce ongoing risks to children.

I am independent and I monitor, review, evaluate and publicly report to Parliament (not Government) on the hundreds of monitored recommendations, which in turn obliges administrative and government actions to do what the Government and the Parliament have promised to do.

This is the Implementation Monitor Annual Report 2024 – 25 (PDF, 1.3 MB).

It is the Monitor’s first Annual Report. It serves as an audit of the reported status of child safety inquiry recommendations in Tasmania, setting a baseline of where the reform agenda is at for the first time.

It will help inform independent evaluations and reporting on progress in years to come.

The Implementation Monitor is responsible for overseeing the implementation of relevant recommendations relating to:

• The Commission of Inquiry into the Tasmanian Government’s Responses to Child Sexual Abuse in Institutional Settings (COI)
• the Royal Commission into Institutional Responses to Child Sexual Abuse
• the Independent Inquiry into the Tasmanian Department of Education’s Responses to Child Sexual Abuse
• the Department of Health’s Child Safe Governance Review of the Launceston General Hospital and Human Resources
• the Weiss Independent Review into Paul Reynolds
