Mr Robert Benjamin AM KC, Tasmania’s Child Safety Reform Implementation Monitor (Implementation Monitor), wants to hear from victims and survivors affected by child sexual abuse in government institutions, their friends, family and supporters, about how child safety reforms are going.
The Implementation Monitor was established following the Commission of Inquiry into Child Sexual Abuse and his role is to monitor progress, review and independently evaluate the Tasmanian Government and its Agencies’ response to delivering the recommendations of the:
- Commission of Inquiry’s Final Report;
- Independent Inquiry into the Tasmanian Department of Educations’ Responses to Child Sexual Abuse;
- Royal Commission into Child Sexual Abuse that were accepted but not implemented;
- The review of Child Safety and Governance in the Launceston General Hospital
- Weiss Independent Inquiry.
The office is in the early stages of establishing its function and developing a framework to ensure independent and transparent reporting, monitoring and evaluation of the government’s implementation efforts. The Monitor’s first report to Parliament, due 30 September 2025, will focus on this foundational work and an audit of the government’s response. Robert says “There is a lot to do and many voices to hear from. Children, and their safety, must be at the centre of our decision making, shaping how we will collectively do better”.
Engaging with victims and survivors and those affected by child sexual abuse in institutional settings must be approached in a considered, meaningful and sustainable way, that is both respectful and trauma informed. This is critical and will take time.
The Implementation Monitor invites written submissions from interested individuals that will help inform future activity of the office, priorities and focus areas. Submissions should directly relate to implementation of recommendations. The Implementation Monitor does not have an investigatory role and cannot consider individual cases/disputes.
